Is there any other conclusion one can come to when one reads this?
Basically it breaks down like this. If you're a local official with very little power or resources, you're on notice: Tim [Russert] is comin' after you. If you actually do have power, if you are, say, the President, the Vice President, or a columnist with a tremendous amount of influence -- like roundtable participant Tom Friedman, for instance -- i.e., a person who might be sharing a D.C Martini (two parts gin, one part vermouth, four parts received wisdom) with Tim, no need to worry: Tim's got your backside.
Arianna, expresses her disapproval of Tim Russert's treatment, of local officials, such as Aaron Broussard, the president of Jefferson Parish, Louisiana... and while she doesn't mention him, I'm sure she think Nagin shouldn't be held accountable for failing to exacuate New Orleans... Of course, local government has shown to be effective eleswhere, but if there's someone to blame for things not going well, Arianna wants you to blame Bush.

Full credit to Michell Malkin for the phrase "Bush Derangement Syndrome". I use it a lot now, or the letters BDS, when referring to the Blame Bush First (For Everything!!) crowd. It's catchy enough, even some MSM-ers might pick it up.
A couple of weeks ago, I was talking about how the BDS-ers would be piling on Bush if he HAD gone to New Orleans in the first few days after Katrina, whining about how he was grandstanding, taking police away from life-saving duties to provide security, etc. Sure enough, one of the more rabid Bush-haters in the press managed to yell out his concerns, several times, in a press conference, that the President---by going to Houston---might "get in the way". They have no shame. Actually, their heads are so firmly planted where the sun don't shine, they can't even see the insanity of what they are saying.

If you're going to diagnose BDS, watch out for a related disorder, RCI (Rectal-Cranial Inversion).
The symptoms are very similar.
